Federal Historic Preservation Certified Local Government Grants: Pennsylvania Historical & Museum Commission Accepting Applications

According to a USNewswire press release, the Pennsylvania Historical and Museum Commission (PHMC) is now accepting applications for Federal Historic Preservation Government Grants, which are required to be used locally.

(Federal Historic Preservation Grants are most commonly used for preserving historic locations, and can cover staffing fees, training, and research surveys. Over $100,000 will be available through this specific government grant.)

  • All grants are awarded on a 50/50 matching basis.
  • In-kind contributions may be used to satisfy the matching requirement; however, cash matches of new dollars are strongly encouraged and will be considered in the evaluation process.
  • The minimum amount awarded will be $3,000; and the maximum amount awarded will generally not exceed $15,000. The Review Committee may, at its discretion, approve an award greater than $15,000.
  • Eligible activities must begin within forty-five days of the date that the fully executed Grant Agreement is sent to the grantee.
  • Consultant selection requires a competitive process.

Although quite specific, these grants are available for staffing and training, historic preservation planning, National Register nominations, cultural resource surveys, and third-party administration.

“The deadline for CLG grant applications is Jan. 13, 2012. Projects undertaken between Aug. 1, 2012, and July 31, 2013, are eligible. There are currently 44 Certified Local Governments in Pennsylvania.”

In order to receive funding, municipalities must have achieved CLG status by the contract start date. However, you do not have to achieve CLG status by the time the grant application is due.

“A Certified Local Government (CLG) is any city, village, county, or town that has been certified by the state by meeting the following basic criteria:

1. Enforces appropriate local ordinance for the designation and protection of historic properties.

2. Has established a qualified historic preservation commission by local ordinance.

3. Maintains a system for the survey and inventory of local historic properties.

4. Provides for public participation in the local historic preservation program.”
